Buying a new-build apartment is several decisions at once: the district, the developer, the building, the plan and the payment terms. Below are the questions we would ask in a buyer's place, answered for the Gissar quarter in the Navnihol mahalla. Every figure comes from the project documentation and the master plan; where data does not exist yet, we say so.
1. What the district already has — not what it "will get one day"
The first thing that separates an established district from an empty field is infrastructure that works today. By the official urban-planning analysis, within a kilometre of the Gissar site there are 7 kindergartens, 4 schools, 2 lyceums and colleges and 4 universities. The Olimlar bus stop is 300 metres away, a four-minute walk, and by the master plan every resident of the quarter has a stop within 400 metres.

One more line: IT Park Uzbekistan, about 200 metres away — a business cluster with an office centre, cafés and a bank, and a neighbour that matters for resale value.
2. What documents the project has
The second question is the most important one, and it needs an answer in facts, not assurances. Gissar has five: the plot was allocated for the renovation of the quarter by a decision of the Tashkent city administration after a city tender; there is an architectural and planning brief; the project received a positive conclusion from the Architectural and Urban-Planning Council — on the master plan, the architecture, parking, fire safety, accessibility and energy efficiency; the design is by a licensed design organisation; and there is a seismic survey.
We publish the fact that the documents exist and their stamped headers, without registration details or personal data. Next to them on the documents sheet is a table of 45 master-plan indicators: the ShNQ standard on the left, the project's value on the right. Check the developer by a row in a table, not by words on a website.
3. Whether the developer has built nearby
The most honest proof is a building where people already live. Two hundred metres from the Gissar site stand two houses by the same developer: Navnihol-3, building 3 — 7 floors, 77 apartments, completed in 2020; and Olimlar, building 33 — 7 floors, 30 apartments, completed in 2023. Both are a short walk from the sales office at 32 Gulbadanbegim street.
4. What kind of building, what kind of apartment
Gissar is a quarter, not a single tower: 2.05 hectares, 5 new houses (9 blocks), 811 apartments, four construction stages from 2026 to 2031. The first stage is a 12-storey building with 231 apartments, due in Q4 2028; excavation is under way.
What to check in the apartment itself:
- Ceiling height. 3.0 m on the residential floors 2 to 11, 3.3 m on the 12th.
- Lifts. Two lifts per entrance — confirmed by the working drawings.
- Plans on sale. Two-room apartments from 49.3 to 90.7 m² and three-room from 91.6 to 94.6 m²; one-room apartments and block C are not released yet.
- Balconies. Most apartments have one; the largest are up to ≈9 m².
- Finishing. Shell and core: you fit it out your own way, without paying for someone else's taste.
- Structure. A reinforced-concrete frame, design seismicity of magnitude 8, category II soil, the quarter's own boiler house and substation. Business-class segment.
Every one of the first building's 231 apartments is in the catalogue with its plan, room areas and position on the floor.
5. How the price is calculated
At Gissar the price is tied to the floor, not to the plan type: floors 2–4 are 15.5 million soum per m², 5–7 are 15.3 million, 8–11 are 15.1 million; the 12th floor of blocks A and B is 20 million per m² with a terrace. With 100 % payment the residential floors are 12.75 million per m². Instalments come directly from the developer: a down payment from 20 % (20 / 30 / 40 / 50 %), up to 24 months, no bank. An apartment can be reserved for 5 working days free of charge. Mortgages open once the build reaches about 30 %; there are none today, and we say so.
Important: the price of a specific apartment on the site is a calculation, "area × published rate", not an approved price list by type. The sales office confirms the exact amount.
6. Where the car will stand
In an established district this is the number-one question in the evening. The Gissar quarter has 613 parking spaces: 524 underground on three levels and 89 outdoors, which is 0.75 spaces per apartment against a standard of 0.7. A parking space is not included in the price and is sold separately; its price is not yet approved and parking sales are temporarily closed — ask at the office.
7. What is in the courtyard
A courtyard without cars: the underground parking is entered from the street, inside are playgrounds and sports areas, and about a third of the territory (31.5 %) is green. The ground floors are retail, so shop visitors never enter the courtyard. The kindergarten for 250 children stays inside the quarter.
The checklist in short
- The infrastructure works today — schools, kindergartens, a clinic and a bus stop within a kilometre.
- The project's five documents are named, their headers are published, the compliance table is open.
- The developer has completed houses nearby — you can see them.
- Ceilings, lifts, plans and finishing are known before the visit.
- The price is a calculation at the published rate; instalments and reservation are described in figures.
- 0.75 parking spaces per apartment against a standard of 0.7.
- A courtyard without cars and a kindergarten inside the quarter.
